Host-target runtime decoupling closeout

Status: complete. All 18 implementation slices are complete. Delivered in 902f711 on 2026-08-15.

The delivered boundary separates the Python host runtime from target source, keeps Python parsing in the analyzer, adds workspace routing and migration, and integrates installer, service, documentation and quality-policy changes.

Current contracts are in ADR-028 and the runtime boundary guide. The maintained suppression inventory is lint and Semgrep hygiene; architecture guardrails retain exception rationale.

The full execution record contains the approved decisions, per-slice commits, focused tests and final repository/index/documentation-audit evidence. These are historical delivery checks, not fresh platform qualification.

This closeout replaces the completed execution plan after the operator-approved 2026-10-07 cleanup. It does not authorize new implementation or external actions.
