Standalone installer closeout

Status: complete. All six implementation slices are complete. Delivered in 317bb08 on 2026-08-10; final recorded rehearsal commit: 7c7fef8.

Delivered the standalone Textual codira-installer and guarded codira setup proxy, with previewable/headless plans, feature selection, resumable execution, configuration/MCP/service integration and coordinated distribution metadata.

Current guidance is in the installer guide, ADR-027, the release checklist and release process.

The final recorded evidence includes 21 focused tests, strict docs, generated catalog checks, wheel/sdist builds, Twine checks, isolated no-network installer and bundle rehearsal, zero index coverage issues, clean documentation audit, and a successful repository gate. A final pytest rerun collected 694 test nodes. These are delivery observations, not a current cross-platform install result.
